BRIEF HISTORY
The Committee on Research Implementation and Development (CRID) saw its beginnings in 1979 as the Committee on Research Ethics and Development (CRED). Headed by Dr. Lourdes J. Cruz who later became chairperson of the Department of Biochemistry and Molecular Biology, CRED was initially created to manage a specific research the funding of which was derived from a grant by the China Medical Board (CMB). In 1984 during the term of Dean Alberto G. Romualdez, CRED was reorganized and split into the Technical Review Board (TRB) and the Ethics Review Board (ERB). The Committee was renamed as the Committee on Research Implementation and Development (CRID) which was then tasked with research coordination of the various departments under the UPCM and the Department of Microbiology and the Department of Parasitology. The CRID was chaired by Dr. Ernesto O. Domingo from 1984 to 1987, Dr. Adriano V. Laudico from 1988 to 1989, Dr Nelia P. Cortes-Maramba from 1989 to 1991, Dr Josefina R. Almonte from 1992 to 1994, Dr. Ernesto R. de los Reyes from 1995 to 1997, Dr. Carmelita F. Domingo from 1998 to 2002, Dr. Ricardo M Manalastas, Jr. from 2002 to 2007 and Dr. Renato B. Dantes from 2007 to 2008. From 2009 to date, RIDO has been chaired by Dr. Maria Salome N. Vios.
Since the term of Dr. Carmelita Domingo as CRID Chair, on the one hand, review of the technical and scientific merits of research proposals has been the responsibility of the Technical Review Board (TRB). The members of the TRB came from members of the RIDO Council, headed by the RIDO Chief. On the other hand, the ethics review of research proposals has been the role of the Ethics Committee, now known as the Ethics Review Board (ERB). In 2003, during the term of Dean Ramon Arcadio, CRID was upgraded into an office of the UPCM, changing its name to Research Implementation and Development Office (RIDO) with its office located in the second floor of Paz Mendoza Hall. During the term of Dean Cecilia Tomas, the functions of the ERB were redefined to emphasize the importance of protecting the rights and welfare of human participants at the same time safeguard the integrity of research data. These were done by observing ethical principles and adhering to international and national guidelines in the review of research protocols. The current Chair of the ERB is Dr. Evangeline O. Santos. All ERB members underwent initial and continuing training on research ethics and GCP (Good Clinical Practice).
ASSURANCE OF COMPLIANCE
In July 2002, the CRID (now RIDO) was registered and accredited by the Office of Human Research Protection (OHRP) of the United States Department of Health and Human Services (DHHS) with an accreditation number IRB 00002648 (CRID) U Philippines Coll Med IRB #1. This makes it possible for researches with US federal funding to be evaluated and eventually be conducted in the UPCM and PGH.
In 2006, during the term of Dean Alberto B. Roxas, the IRB of the UPCM together with the IRB of the UP Manila National Institutes of Health (NIH) underwent a survey conducted by the Forum for Ethics Review Committees in Asia and the Pacific (FERCAP). The survey allowed RIDO to review its standard operating procedures and to implement necessary changes in compliance with GCP and other guidelines on the conduct of biomedical researches. Recognition by FERCAP was formally awarded in 2007. In the same year, the RIDO ERB was given Phil. ERC Registry No. 07-035 by the Philippine National Health Research System (PNHRS). This entitled the RIDO ERB to be included in the Bureau of Food and Drugs (BFAD) List of Resources for Ethics Review for Clinical Drug Trials in the Philippines.
The ERB of the RIDO is duly constituted, has written SOPs, prepares minutes of convened meetings, retains records pertaining to the review and approval process, keeps active files of on-going studies, and archives all concluded/terminated studies for a period of three to five years, all in compliance with the requirements of the ICH-GCP, WHO Operating Guidelines for Ethics Review Committees, the National Ethical Guidelines of the Philippines National Health Research System, and the UPCM-PGH Policies and Guidelines For Research.

FUNCTIONS OF RIDO
The following are the functions of the RIDO:
- To promote the conduct of research and research-related activities by the UPCM and PGH through:
1) acquisition and maintenance of a continuing fund for research
2) conduct of training programs, workshops/seminars on research
3) facilitation of dissemination and publication of research output (c/o Acta Medica Philippina and other peer-reviewed journals)
- Develop, recommend, and implement guidelines and policies on the conduct of research by the faculty, staff and students of the UPCM and PGH
- Evaluate and recommend approval and/or funding of research proposals
- Monitor the conduct of research with respect to its technical and ethical merits
- Assist the ERB in monitoring and regulating institutional research activities with respect to ethical standards
- Organize and conduct research dissemination fora
- Process protocol submissions before review procedures
- Ensure satisfactory review of submitted protocols by following standard operating procedures
- Promote integrity of research by proper management of files and assurance of confidentiality of submitted protocols
- Entertain and act on concerns of sponsors, principal investigators, reviewers and research participants
FUNCTIONS OF THE ETHICS REVIEW BOARD (ERB)
The following are the functions of the ERB:
- Evaluate the ethical merits of research protocols proposed by faculty, medical staff and students of the UPCM and PGH, CPH, and other UP Manila units
- Ensure the protection of human participants in research
- Safeguard the integrity of research data
- Develop and implement ethical guidelines and policies on research involving human subjects
- Formulate, review and revise the Standard Operating Procedures (SOP)
